In order to create a website for kids for free, you will need to determine what free website software or website service you will use to create your website for kids.
The first step in making a website for kids is to determine whether you are going to use a free website design software to create the website or if you are going to create a website by using a free website hosting service. There are many open source (free) website design software's available.
*Please note that even though the software if free, there will still be a charge to host the website and the domain name. These charges will typically run about $75 for hosting fees and $10 for domain registration per year.
The advantages of going this route are greater is you want your kid to have complete control over their website and their domain name. For example, you can choose the website address such as: www.kidswebsitemaker.com. The major disadvantage of course is the cost.

Kompozer is an html editor that also has a bit of a learning curve to learn, but there are many free website templates available on the web where you could get your kid's site up and running quickly.
Using a free website hosting service to create your kid's website is another route to go. These services are free and there are no costs for hosting your website files or registering your domain. The only drawback to these type of website are that you may be limited to what you can do with your site and your domain name is typically not what you may want it to be. The major advantage to using these free hosted services though is that they are free and they are typically very easy to have your site up and running.
